SUNY Oswego acknowledges an authorized representative of the institution has signed and returned to the Department the Certification and Agreement and the institution has used, or intends to use, no less than 50 percent of the funds received under Section 18004(a)(1) of the Coronavirus Aid, Relief, and Economic Security (CARES) Act to provide Emergency Financial Aid Grants to students.
SUNY Oswego will receive $3,622,358.00 in Higher Education Emergency Relief Fund (HEERF) support for student aid from the Department of Education pursuant to the Certification and Agreement [for] Emergency Financial Aid Grants to Students.
SUNY Oswego has determined that an approximated 3,568 students at the institution are eligible to participate in programs under Section 484 in Title IV of the Higher Education Act of 1965 and thus eligible to receive Emergency Financial Aid Grants to students under Section 18004(a)(1) of the CARES Act.
SUNY Oswego has prioritized awarding of Emergency Financial Aid Grants to its students in the following manner (methodology):
- 75% of the funding will be directed toward EOP and Pell eligible populations to offset expenses for this population caused by the COVID-19 pandemic.
- 25% of the funding will be directed to direct emergency grants to the general student population
This methodology is based on the federal methodology used to determine SUNY Oswego’s funding amount. Higher Education Emergency Relief funding used the following formula:
- 75% of the funds were awarded to institutions based on each institution’s share of full-time equivalent (FTE) enrollment of Pell Grant recipients who were not enrolled exclusively in distance education prior to the coronavirus emergency, relative to the total FTE enrollment of such individuals in all institutions
- 25% of the funds will be awarded to institutions based on each institution’s share of FTE enrollment of students who were not Pell Grant recipients and who were not enrolled exclusively in distance education prior to the coronavirus emergency, relative to the total FTE enrollment of such individuals in all institutions.
- Per SUNY and federal guidance, awarding HEERF funds will be prioritized based on need.
Under Section 18004(a)(1) of the CARES Act, students received awards ranging from 0 to $1,000.
Student Eligibility for CARES funds
- Student must have a non-rejected 19/20 FAFSA with all eligibility flags satisfied
- At this time DACA, international, and students in fully online programs prior to March 13, 2020 are not eligible based on initial guidance by the Department of Education
- SUNY Oswego will continue to monitor additional regulatory guidance pertaining to this issue and will inform affected students should it change
- Students must have started attendance in the Spring 2020 semester
CARES Update
As 12/14/2020, SUNY Oswego has updated it CARES disbursement plan to disburse the remaining funding. This funding is expanded to enrolled Fall 2020 Pell-eligible students. 2,158 students will receive approximately $435.
