Per Governor Cuomo’s Executive Order, all travelers entering New York from a state with a positive test rate higher than 10 per 100,000 residents, or higher than a 10% test positivity rate, over a seven-day rolling average, will be required to quarantine for a period of 14 days consistent with Department of Health regulations for quarantine. The Statewide Telecommuting Pilot Program that has been in place since March 2020 for state employees has been further extended for CSEA, UUP and PEF-represented employees as well as management/confidential employees through the close of business on October 2, 2020.

Yesterday we learned that the Governor issued an executive order declaring the observance of Juneteenth a holiday for all state employees. Effective immediately, this Friday, June 19, 2020 will be recognized as a paid holiday.
If you are not required to work, you shall be entitled to leave at full pay without charge to existing accruals. If you are required to work, you shall receive one day of compensatory time.
The Department of Civil Service recently informed us of changes that have been made to previous time off to vote bulletins.
Legislation passed in April, 2020 amending the Election Law. Employees may take up to two hours of paid leave to vote in any election in New York State, when the employee does not have sufficient time to vote before or after their work shift.
