COVID-19 Department Return to Campus Plan
In an effort to assist you and areas under your supervision, Human Resources has developed a COVID-19 Department Return to Campus Plan to help serve as a guide as you plan for staffing needs in your area as we prepare for students to return to campus.
Quarantine Restrictions on Travelers Arriving in New York
Per Governor Cuomo’s Executive Order, all travelers entering New York from a state with a positive test rate higher than 10 per 100,000 residents, or higher than a 10% test positivity rate, over a seven-day rolling average, will be required to quarantine for a period of 14 days consistent with Department of Health regulations for quarantine. All international travelers arriving into the US must also quarantine at home for 14 days after their arrival. Please follow this link for the COVID-19 travel advisory.
Employee Update: Telecommuting Extension / Phased Return to Campus
The Statewide Telecommuting Pilot Program that has been in place since March 2020 for state employees has been further extended for CSEA, UUP and PEF-represented employees as well as management/confidential employees through the close of business on October 2, 2020.

Juneteenth 2020 Holiday
Yesterday we learned that the Governor issued an executive order declaring the observance of Juneteenth a holiday for all state employees. Effective immediately, this Friday, June 19, 2020 will be recognized as a paid holiday.
If you are not required to work, you shall be entitled to leave at full pay without charge to existing accruals. If you are required to work, you shall receive one day of compensatory time.
Important Update to the Time off to Vote Bulletin
The Department of Civil Service recently informed us of changes that have been made to previous time off to vote bulletins.
Legislation passed in April, 2020 amending the Election Law. Employees may take up to two hours of paid leave to vote in any election in New York State, when the employee does not have sufficient time to vote before or after their work shift.
SUNY BOT Adopt Continuing/Permanent Appointment Flexibility
We are pleased to share with you additional information and procedures about the recently negotiated agreement between SUNY and UUP regarding continuing and permanent appointment flexibility in response to the COVID-19 pandemic. The agreement included the following:

Information for Employees on July 4, 2020 Holiday
We have been advised by the Governor’s Office of Employee Relations that another day will not be designated to be observed as a holiday by State employees in lieu of July 4, 2020.
Full-time employees who are entitled to observe holidays, and are not scheduled to work on Saturday, July 4, will be credited with holiday compensatory time after July 4, 2020.
Holiday Compensatory Days for UUP
The date to utilize a 2019 Memorial Day or Independence Day holiday compensatory time has been extended to December 31, 2020.
University-wide Human Resources will be automatically extending the expiration date to 12/31/2020 for anyone who has a balance for either of these compensatory holidays in the SUNY Time and Attendance System. Please click here to see the full agreement document.
