Why Health Insurance is Required

The changing landscape of health care presents challenges for students at SUNY Oswego. To ensure that all domestic full-time graduate and undergraduate students are covered, the university has adopted a mandatory health insurance policy. This policy aims to address the health care needs of students who are not covered by other plans. This requirement applies to:

  • All New York state residents, whether attending in person or online, and
  • All domestic students attending in person, regardless of residency.

It does not apply to international students or completely online students living outside of New York State. International students should reference the International Student and Scholars Services for more information regarding their specific requirements under General Questions.

To provide coverage, SUNY Oswego has partnered with United Healthcare Student Resources for its Health Insurance Plan. This plan is designed to complement the services available at Health Services and may be a useful option for students who experience challenges using their existing managed care plans in the Oswego area.

Health Insurance Waiver

If you already have health insurance, you can waive the university's health insurance plan. However, this waiver must be submitted annually. Please fill out the waiver through SUNY Oswego | Haylor, Freyer & Coon, Inc. Portal

  • Fall Semester Submission: Waiving insurance for the fall semester will also waive it for the spring semester.
  • Deadline: The waiver must be submitted no later than September 12, 2025, to remove the charge for the fall semester.
  • Spring Semester Submission: If you did not waive the insurance in the fall, you can still waive it for the spring semester. The waiver will open on January 2, 2026.
  • Deadline for Spring: The waiver must be submitted no later than February 13, 2026, to remove the charge for the spring semester. 

Coverage Period and Billing

  • Coverage Period: Coverage begins on August 1, 2025, and lasts through July 31, 2026.
  • Fall Semester: Full-time undergraduate and graduate students will see the insurance charge on their fall bill. This charge covers August 1, 2025, to January 31, 2026.
  • Spring Semester: If you did not waive the insurance in the fall, the charge for February 1, 2026, to July 31, 2026, will appear on the spring bill.

The Walker Health Fee, which supports Health Services, is separate from the health insurance charge. If you have questions regarding the status of your waiver or need assistance in filling out the waiver, please feel free to call customer service at (833) 401-3365 or email [email protected].

How do I get an Insurance ID Card?

Download a copy of your insurance card by visiting the Waiver & Enrollment portal and then select Download ID Card under Student Health.  

How do I find a Doctor that accepts my student health insurance?

You can view doctors that accept your insurance by visiting the Waiver & Enrollment portal and then select Find A Provider under Student Health.

How do I enroll my spouse or child in the health coverage?

Spouse and Child(ren) are not eligible for enrollment in this program.

How do I find what is covered under my student health insurance?

You can view entire health plan benefits by visiting the Waiver & Enrollment portal and then select Plan Highlights or Coverage Detail under Student health. 

I lost my insurance coverage; How do I enroll in the student health insurance plan?

Please contact [email protected] with a copy of your current insurance carrier’s termination letter to begin the enrollment process. Once enrollment is finalized, payment will be required to Haylor, Freyer & Coon Inc.

Does this plan contain dental coverage?

No, dental coverage is only available for pediatric members (under the age of 19).

How do I cancel the student health insurance?

Mid-year terminations are not accepted.

Waiver Requirements

SUNY Oswego requires that all full-time students carry valid health insurance coverage. Students who enroll at SUNY Oswego will be billed an annual premium for the SUNY Oswego Student Health Insurance Plan unless they submit an online waiver and provide proof of alternate coverage. International students are required to enroll in the Student Health Insurance Plan with no option to waive.

Comparable Coverage

For your waiver to be approved your plan must meet the following requirements:

  • Fully compliant with all aspects of the Affordable Care Act (ACA).
  • Underwritten and administered in the United States.
  • Effective for the entire academic year.
  • Provides in-network non-emergent/urgent and routine care (preventative services) without coverage limitations
    within a 50-mile radius of the school.
  • No limitations or exclusions on pre-existing conditions.
  • Provides coverage for hospital stays for medical and surgical care and for mental health conditions.
  • Provides coverage for doctor’s office visits for medical and mental health conditions.
  • Provides prescription drug coverage.
  • Provides unlimited medical/hospital benefits without dollar maximums.

  • Out of State Medicaid plans
  • Out of State HMO plans
  • Health Share plans
  • International plans
  • Travel plans

Waiver eligibility is subject to verification. Submitting a waiver does not guarantee approval. If your current insurance plan does not meet the school's requirements, your request will be denied and you will be automatically enrolled in the student health insurance plan.
