Permanent Appointment Eligibility Requirements
(Policies of the Board of Trustees, Article XI, Title C)
- A professional employee who serves in a professional title that is eligible for permanent appointment and has completed seven (7) consecutive years of full-time service as a professional employee at SUNY Oswego, the last two (2) years of which have been in that professional title.
- In computing consecutive years of service:
- Periods of leave of absence at full salary and periods of full-time service in probationary or temporary appointments shall be included.
- Periods of leave of absence at partial salary or without salary and periods of part-time service shall not be included but shall not be deemed an interruption of consecutive service.
Steps
- The Supervisor should begin the process approximately three months (or more) before the end of the employee’s current term. The Supervisor meets with the employee to review the evaluation and recommendation for permanent appointment, and completes the employee’s performance program for the upcoming year.
- The evaluation (noting the recommendation for permanent appointment) and performance program must be sent to the next-level supervisor for review. The evaluator’s supervisor checks their recommendation on the evaluation form and signs it. Once all documents are fully signed:
- The employee must receive copies of both the evaluation and the performance program.
- All completed documents must be sent to Human Resources (HR) for processing.
- Once HR receives the documents:
- HR prepares the necessary paperwork and a letter recommending the employee for permanent appointment, which is forwarded to the President’s Office for review and signature.
- Once approved and signed, all documents are returned to HR.
- HR sends the employee the letter through Hirezon/Interview Exchange and emails the other paperwork to SUNY for review and approval by the Chancellor.
- If the Chancellor approves the recommendation:
- An official approved letter of permanent appointment is sent to the President’s Office.
- The President’s Office forwards the letter to the employee for signature.
- The employee signs the letter and returns it to the President’s Office.
- The President’s Office provides the signed letter to HR. HR processes it in the HR system and files all related documents in the employee’s personnel file.
