Plan and Write Proposal
Proposal development takes time. Coordinating with ORSP throughout the development process will help ensure a smooth submission process. ORSP provides assistance with budget preparation, editing, critiquing proposals, and reviewing components to ensure compliance with sponsor guidelines and internal policies.
Use Proposal Checklist as a Guide
When ORSP receives early notification (>6 weeks before submission), a checklist will be developed and shared with the Principal Investigator, detailing proposal components and suggested due dates.
Obtain Campus Administrative Approvals
Campus approvals are required before submitting a grant proposal. These are documented through a Routing Sheet, which must be approved by the department chair, dean, ORSP, provost, and president. Before circulating a Routing Sheet, work with ORSP to develop your budget and narrative documents.
Disclose Potential Conflicts of Interest
Principal Investigators and project investigators must complete Conflict of Interest (COI) management training and formally disclose potential conflicts before submitting a grant proposal.
- COI training is required every four years for each Investigator on PHS (NIH, CDC, etc.) grants and for those completing a PACS COI disclosure. Training is provided by CITI Program.
- PACS COI disclosures must be completed annually for Principal Investigators.

Finalize Proposal
As documents are completed, including the grant narrative, ORSP encourages Principal Investigators to share drafts for review well before the submission deadline. ORSP will provide feedback and edits to improve the application.
Principal Investigators must submit their completed proposal package to ORSP at least five business days before the sponsor deadline. This allows a final compliance review and ensures timely submission. See the Proposal Submission Policy for details.
