New Program Procedures

Program Announcements

The Department should address any issues raised by the Dean or Provost before sending ten copies of the proposal and form, along with the appropriate attachments to the appropriate council chair (Academic Policies for Program Announcements; Graduate Council for Letters of Intent).

Letters of Intent 

The Dean should forward Letters of Intent to the Dean of Graduate Studies who, following the procedure designated above, will forward the entire package to the Provost.

Completing the Routing Form

Part 1

The sponsoring department or program will start the process by completing Part I and forwarding the form and any attachments to the appropriate Dean. If this is a multidisciplinary program that will cross divisions, all affected Deans will need to sign the form. 

Note: If the academic program is completely in the School of Education, endorsement by the Faculty Council Chair is required and if in the School of Business, endorsement by the Curriculum Committee Chair is required before forwarding to the Dean.

Part 2

The Dean will signify endorsement of the concept by circling yes or no and forwarding the entire package to the Provost. 

Note: If the Dean does not endorse the concept, he/she must append comments or concerns to this form. Comments and concerns with endorsements will also be accepted.

Part 3

The Provost will signify endorsement of the concept by circling yes or no and returning the entire packet to the department. 

Note: If the Provost does not endorse the concept, he/she must append comments or concerns to this form. Comments and concerns with endorsement will also be accepted.

Part 4

The appropriate council chair will signify approval by circling yes or no and returning the entire packet to the department. 

Note: If the proposal was not approved in its original form, it must re-secure the endorsement of the Dean and the Provost.


After all signatures are secured, the entire package should be sent back to the department who will forward the proposal and routing sheet with all signatures to the Associate Provost.

Proposals for New Majors

All new major program proposals must include all the forms and attachments required by SUNY Central Administration. These are available at Forms for Academic Program Planning, along with instructions on how they are to be completed.

Completing the Academic Programs Routing Form

Part 1

Note: If the academic program is within the School of Education, the Faculty Council Chair is required to endorse Part I before the Dean.

Part 2

The Dean will signify endorsement of the concept by circling yes or no and forwarding the entire package to the Provost.

Part 3

The Provost will signify endorsement of the concept by circling yes or no and returning the entire package to the department. 

Note: If the Provost does not endorse the concept, he/she must append comments or concerns to this form. Comments and concerns with endorsement will also be accepted.


 

The Department may address any issues raised by the Dean/Provost before sending the proposal and form, along with the appropriate attachments and 10 copies, to the appropriate council (Academic Policies Council for undergraduate programs) or the Dean (Dean of Graduate Studies and Research for graduate programs). Simultaneously, the Department will send the proposal and form, along with the appropriate attachments and 10 copies, to the Priorities and Planning Council Chair.

Part 4

The Graduate Dean will signify endorsement of the concept by circling yes or no and should then send his/her copy of the form, along with the 10 copies of the proposal and appropriate attachments, to the Graduate Council Chair. The appropriate councils will be reviewing the proposal at the same time; therefore, any suggested changes or endorsements by the Academic Policies Council or the Graduate Council should be immediately relayed to Priorities and Planning Council (and vice versa). When done, the Chair of Academic Policies Council or Graduate Council should send the signed form to the Chair of Priorities and Planning. Once this process is complete, and all of the appropriate committees have endorsed the proposals, the Chair of the Priorities and Planning Council will notify the Faculty Assembly Chair and send along the copy of the signed routing form.

Part 5

The Faculty Assembly Chair will notify the department/program and request 60 copies of the proposal (with attachments) for that governance process. Following approval of the proposal by Faculty Assembly, The Chair of Faculty Assembly will notify the department/program and send the proposal with attachments to the President. After approval by the President, the President will notify the department/program and the Chair of Faculty Assembly. The department/program must then send a final copy electronically to the Chair of Faculty Assembly.

Proposals for New Minors

All minor program proposals must include a completed Proposal for a Minor Program form. This form is available through the Office of the Associate Provost. Please provide all information requested below. Draft catalog copy, if available, may be a helpful way of providing much, if not all, of the solicited information. This proposal must be accompanied by the New or Revised Academic Programs Routing Form.

A. Mission

Summarize the proposed program’s educational and career objectives and its relationship to the mission of the institution.

B. Learning outcomes and assessment

  1. Outline the programmatic goals and objectives for the program, including a list of the learning outcomes students should demonstrate upon completing the program.
  2. What is the date of the initial periodic assessment of program and the length of the assessment cycle (years).

C. Curriculum outline

Outline all curricular requirements for the proposed program, including prerequisite, core, specialization (track, concentration), capstone, and any other relevant component requirements. Indicate if any of the courses are new ones and, if so, how faculty time is reallocated to cover the course (for example by alternating offering with another course or dropping another course). Please provide in catalog format.

D. Enrollment

  • What is the projected enrollment when the program begins?
  • What is the projected enrollment after five years?
  • How were these projections determined?

E. Faculty

List the name of each faculty member who will teach required and/or elective courses in the minor. Indicate the academic leadership of the program by placing an asterisk next to the name of the director or chair.

F. Advisement

Please indicate how students in the minor will be advised.

G. Resources

Document the projected cost of the program according to the following template and identify the source of the funds.
