Joshua S. McKeown, Ph.D. is Associate Provost for International Education at SUNY Oswego and International Education Leadership Fellow at University at Albany. He led SUNY Oswego to awards for innovation and leadership in international education from American Association of State Colleges & Universities (AASCU), Institute of International Education (IIE), Diversity Abroad (DA), and Chinese Service Center for Scholarly Exchange (CSCSE). He was awarded the highest IDEAS grant from the U.S. Department of State (2024), was a Fulbright-Nehru recipient for India (2011), and mentor with IIE’s Connecting with the World Myanmar program (2017). As Senior International Officer of SUNY Oswego, McKeown has represented the institution with important professional organizations including NAFSA, AIRC, CEA, and has served SUNY in multiple international education roles. He is an instructor of Global & International Studies and International Higher Education Leadership, and a dedicated scholar practitioner who recently co-edited the volume Transforming Health Education Across Borders: Virtual Exchange through Collaborative Online International Learning (Springer Nature), and whose other publications include: Leadership as an Outcome of Education Abroad (Wiley, 2026), Preparing the STEM Workforce for the Global Semiconductor Industry (American Journal of STEM Education, 2026), Global Competency Through Collaborative Online International Learning (HEAd, 2021), The First Time Effect: The Impact of Study Abroad on College Student Intellectual Development (SUNY Press 2009), Wasted Talents? China's Higher Education Reforms Experienced Through Its Visiting Scholars Abroad (Journal of Contemporary China, 2021), chapters in Education Abroad: Bridging Scholarship and Practice (Routledge, 2020) and NAFSA’s Guide to Education Abroad (NAFSA, 2014). He has presented globally on international education and COIL, and earned the SUNY Chancellor’s Award for Excellence in Professional Service in 2022, and SUNY Oswego President’s Award in 2020.
